God is the only ultimately, fully free being. And He acts ultimately to share the beauty of who He is to the greatest extent, for the highest joy of His people.
The end of Romans 8 is the climax of chapters 1-8. Here Paul shows that God always overrules all opposition at all times for His good and loving purposes for us.
